Pastor Carrie Carter was born and raised in Kinston, North Carolina to Ernest Cox and Mary Garner.  Through a loving upbringing, guidance and wisdom from her mother, Mary and Stepfather, Larry D. Thompson, she began to experience God for herself and grew to love the Lord with all heart, soul and strength. Pastor Carter is the wife of Elder James Carter, her greatest supporter and the love of her life. They have been married for over twenty years and have one son, Jawontae’ Carter their greatest joy. She was greatly influenced by her grandparents, the late Rev. Earl L. and Lady Mary Garner and became actively involved in the church at an early age.


After graduating from high school, Pastor Carter set higher goals and matriculated to Shaw University in Raleigh, NC where she graduated with a Bachelor of Science Degree in Sociology. With an earnest desire for the Word of God, she continued her quest for knowledge and pursed a Christian education at Justice Fellowship International, where she obtained a Master’s Degree in Theology in May 2009 and a Doctoral Degree in Biblical Counseling in May 2014. She attributes much of her growth to sitting under the tutelage of her spiritual father; the Presiding Prelate of The International Council of Pentecostal Ministries, Inc and Senior Pastor of The Glorious Church, Bishop William S. Spain. It was through his teaching that she was compelled to do the work of the ministry and engage in Kingdom building. Bishop Spain took her under his wing as a young preacher and into his heart as a daughter! He taught her about her gifts and how to take her gifts and give them to God so that God can use them as He sees fit. She was a faithful member of The Glorious Church for fifteen years and served faithfully starting with cleaning the church, as an Adjutant, Pastor’s Aide committee member, Prayer General and Director of Missions and the Women’s Department. She accepted her call to ministry and was licensed as a Minister in November 2003 and later ordained an Elder in May 2009. She previously led an elite group of women by the wisdom of God as Supervisor of the Women’s Department of the ICOPM, Inc. She is the proud author of Identity Crisis: The Root of Its Beginning…You can Overcome!


By the mandate of God and the release of His spirit, she and her husband birth Hope & Deliverance Ministries in Clayton, NC in March, 2010. They are under the leadership of Bishop Norman and Lady Karen Hutchins and apart of Frontline Covenant Fellowship of Churches. Jubilant in spirit and character, she is fulfilling her call by pastoring, preaching, teaching, and sharing the gospel of Jesus Christ. Truly, she understands her first ministry is to her husband and son. With an unquenchable thirst for souls and an eagerness to see people from all walks of life healed and restored, she was propelled into Prison Ministry and a life of Missions. Currently , she’s a board member for RCCW Prison for women. Prayer is her foundation and passion and seeing lives transformed is her greatest motivation. Her favorite scripture is Jeremiah 29:11 “For I know the thoughts that I think toward you, saith the LORD, thoughts of peace, and not of evil, to give you an expected end. As she continues to yield to the Holy Spirit greater works shall she do. In spite of life’s obstacles and hardships, she is forever determined to give God the glory and often echoes these words, It will all work out!
